MINUTES OF THE REVIEW MEETING <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

 

 

 

A Review Meeting was held on 27th & 28th June, 2008 at Itanagar to review the implementation of PMGSY phase-IV, V & VI and related issues including the contracting capacity. Honble Chief Minister while addressing the gathering of Engineers and Contractors/Contracting Agencies emphasized on proper contract and project management.  He further advised that all the Registration papers and equipment availability should be checked by the Tender Evaluation Committee while finalizing the bids and earlier performance of the contractor considered while evaluation /award.   The Magazine buildings should be constructed in each district and license obtained by the divisions to facilitate the contractors to make explosives available.  The Schedule of Rates should properly be prepared and finalized based on the soil and rock classification for construction of road by the contractors without any loss, added by the HCM.

 

HM, RWD has asked the Engineers for quality construction of the road with profession zeal.  He expressed his concern in poor performance of phase-IV, V & VI road works with respect to the completion target, and asked for strict measures including enforcement of Liquidated Damage as per the provisions in the Standard Bidding Document.  The contract and quality management should be reviewed more frequently and the responsibility for lacking in the assigned task should be fixed.  He asked for the bold steps for improving the performance and timely completion of road works by the PIUs.  He had also expressed concern for those senior engineers who did not attend the meeting.  The contractors were asked to strictly follow the work programme and complete all the road works as per the original /revised schedule. 

 

Commissioner, RWD in his opening remarks stressed on periodical inspection and monitoring by SEs and PIUs for improving the performance of the state in accordance with the target sets by the Govt. of India.  He cautioned all the field and senior engineers about their poor performance and asked them to improve within the stipulated period otherwise this will be viewed seriously by the Govt.  Performance will be one of the parameters for their assessment and posting for which the guidelines shall be issued shortly.

 

After a detailed discussion /interaction on various issues during two days meeting the following was resolved ;

 

1.                 All the Executive Engineers & PIUs shall ensure that project are carried out as per work programme.  Delay of 14-16 months in phase-IV project is a matter of serious concern and serious efforts have to be made to complete these balance road work within September,2008.  Hindrance Registers have to be maintained properly to know about the time offshoot by such a long period.

 

2.                 The show cause notice have to be issued by the PIUs to the non-performing contractors for initiating action as per the provisions in the Standard Bidding Document.  The liquidated damage has to be enforced for delay in completion as per respective clause of the Standard Bidding Document.  The show cause notice, as decided in the meeting, has to be issued to the contractors for the road works given in annexure-II & III.

 

3.                 SEs and PIUs should hold regular review meetings with the Contractors to sort-out the issues, if any, for smooth and timely completion of the road works.

 

4.                 The Executive Engineers should ensure that the action taken report on the observations of NQM, SQM, CE, CEO and SEs should be communicated to the respective authority within a period 2-4 weeks.  It is generally observed that such observations are taken casually and such approach should be avoided for a better performance.

 

5.                 The PIU should pay more attention on augmenting contracting capacity, 1st tier of quality control monitoring, project management, financial management and operationalising OMMAS.

 

6.                 The bank authorisation should be demanded for the net amount to be paid to the contractor against the specific road works and after payment there should be nil balance with the PIU against that particular road work for which authorisation is given.  Payment to the contractors should be made monthly as per the work executed by them for improving the contract management.

 

7.                 The PIU should pay proper attention in maintaining proper accounts as per the PMGSY accounts manual and while submitting such detail, both for programme, and admn. fund, in form 52, it should be ensured that the correct information is posted in all the required schedules to facilitated preparation of balance sheet both at PIU and SRRDA level.

 

8.                 The progress report should be reported in the new format circulated during the meeting and this should be adopted from June,2008 onwards.  Both physical and financial formats should be used for each of the road works while submitting the monthly progress report to headquarters.  These reports should reach by 10th of every month without fail.

 

9.                 A number of deficiencies were noticed in proforma-C submitted alongwith the DPR and this had caused a lot of difficulties in compiling and submitting to NRRDA for approval.  To take care of the such deficiency a format has been evolved and circulated for furnishing the information in addition to the DPR to the HQs for proper data entry and submitting the same to the Govt. of India with all required information.

 

10.            There is no road inventory data available and in absence of such data the planning of projects becomes difficult.  It has therefore been suggested that the bridge and road inventory for ongoing and proposed road works should be prepared and submitted to the HQs within next three months.

 

11.            The schedule for the preparation of DPRs for left out Bharat Nirman habitations should be provided within a fortnight for submission to the Govt. of India.  All these DPRs have to be submitted to NRRDA within November,2008.

 

12.            There are 513 habitations to be connected under PMs package in 29 border blocks, and an action plan was asked from the PIUs and this has to be submitted positively in the prescribed format within 30th July,2008.

 

13.            The SEs and PIUs should ensure acquisition of land for PMGSY road works without any encumbrances.  The PIUs should take precautionary measures to avoid hindrance by talking to all the stake holders especially land owners & villagers beforehand at the time of fixing alignment.  They should consult MLAs, Panchayat & GB and administration for acquiring community and private land to facilitate execution of road works in a smooth manner.
